Transforming digital learning for 34,000 students and educators for Aberdeen City Council

How Roc supported Aberdeen City Council's £17 million digital strategy

As part of their ‘Smart City Strategy’  Aberdeen City Council has committed to transforming the experiences of 34,000 students and associated staff as they work and learn across 167 sites within the region.

The goal was to improve digital learning, increase IT visibility and provide better support for the latest “cloud-first” initiatives—while strengthening cybersecurity.  This would allow a move towards a Zero Trust network, where every access request has been authenticated and authorised before being granted.

The ambition was to:

  • Support new education solutions, including smartboards, new devices and printers.
  • Provide insights into how IT systems and educational spaces are used.
  • Improve compliance and security through direct cloud integrations.
  • Lay the foundations for a secure, agile and scalable Zero Trust network.

Despite the ambition, the council’s legacy network lacked the capacity and coverage to support 1:1 learning for 26,500 students, or scalable cloud connectivity to simplify network operations.  Put simply it wasn’t fit for purpose.

This presented serious limitations:

  • Network congestion: Schools had older wireless networks that couldn’t support the 1:1 learner-to-device ratio required.
  • Operational inefficiency: Troubleshooting and upgrades required high manual input and were time-consuming.
  • Security: the IT team wanted to strengthen security, working toward Zero Trust network access controls to cater for the huge increase in network usage, and integrate with other apps like ServiceNow.

The council needed a partner who could not only deliver technical expertise but also achieve a seamless and secure network transformation across a highly distributed estate, including 67 schools and 100 corporate sites.

What did we do?

Roc Technologies  blend of public sector experience and Juniper solution expertise made us the ideal choice. We were selected as the strategic partner after a rigorous evaluation that included a proof of concept with Juniper Networks – which allowed us to reassure the client of both our conceptual and delivery credentials.

Working with both Aberdeen City Council and Juniper, we brought online a secure, AI-powered next-generation network across the region.

Key activities included:

  • Deploying Juniper AP34 and AP45 Wireless Access Points for high-performance Wi-Fi indoors and outdoors.
  • Installing EX4100, EX4400, and EX4650 Series Switches for resilient wired infrastructure.
  • Enabling Marvis Virtual Network Assistant to provide insight and automated actions to speed troubleshooting and operations.
  • Introducing Mist Access Assurance to enforce Zero Trust policies across school-issued, bring your own device (BYOD) and guest devices.

With zero touch provisioning, new school sites were fully operational in as little as 30 minutes.

What difference did we make?

The new Juniper AI-Native Network, deployed by Roc Technologies, delivered outstanding improvements.

  • Created state of the art learning environments: Teachers reported immediate improvements in classroom connectivity. Where once only a handful of learners could connect at once, now entire classrooms access digital resources seamlessly.
  • Operational excellence: Network-related tickets were eliminated—a 100% reduction. Real-time AI-driven insights and automation accelerated problem resolution and minimized downtime.
  • Security and compliance at scale: By adopting a Zero Trust approach with Juniper Mist Access Assurance, Aberdeen City Council achieved stronger security for both school-issued and personal devices.
  • Sustainability and scalability: Despite doubling the number of access points and significantly increasing network capacity, the solution used less power than the legacy infrastructure—supporting both green goals and future growth.

We did a very successful proof of concept with Juniper to prove the technology.
