About National Highways

National Highways is responsible for managing England’s motorways and major A roads—the backbone of the nation’s transport network. It keeps vital routes moving for millions of drivers every day, with safety as its top priority.

National Highways is also responsible for undertaking major upgrades to the road network, delivering multiple programmes every year that cost from tens of millions to billions of pounds.

As an infrastructure buyer, and in common with many construction organisations, National Highways has found commercial assurance to be a critical challenge in running these programmes, especially the need to reconcile forecast spend against actual spend. Managing costs in large scale NEC based construction projects demands process compliance from buyers and suppliers, but in cost assurance both sides are heavily dependent on manual activities with only basic software tools to help deliver highly complex tasks in severely pressured timeframes. As a result, the assessment of costs is plagued by inefficiency, inaccuracy, incompleteness, and inconsistent noisy data.

What did we do?

Working with National Highways, Roc Technologies used hyperautomation tools to design and build a digitally automated financial management solution that ensures consistent and standardised data, allowing governance, verification and audit to be carried out with confidence, creating consistent and reliable results faster and without the need for additional resources.

As part of our prototyping, Roc employed an agile approach that prioritises swift prototyping and enables quick, iterative feedback to improve the software as it is developed. As part of our discovery process, we also established new data standards ensuring even better compliance and governance in a political environment where scrutiny is more intense than ever.

The results

The introduction of an automated solution means that assurance checks on invoice data that previously took days can now be delivered in minutes. As a result, the capability now exists for National Highways’ project cost assurers to review 100% of all costs rather than a sample-based approach driven by constrained timeframes and limited resource. Getting to the important details faster allows more time for the assurer to correctly assess the Application for Payment leading to a better outcome for everyone.

Currently, assurance is costing tens of millions of pounds a year to deliver a suboptimal outcome that is typically based on 20% sample data. This creates a high level of risk for National Highways and its construction partners that is only relieved by lengthy and expensive forensic audits. Roc’s solution enables 100% review each assessment period without increasing resource levels or cost creating better value for public money. There are a wealth of additional benefits including enhanced compliance due to the more rigorous process, the transparent and standardised financial dataset, as well as the potential for the construction partner to also deploy the solution to manage information throughout the supply chain.  Finally, it is paving the way for faster supplier payments, improving cash flow and relationships with the supply chain through a more frequent processing of payments.
